Bio je sin prethodnog cara [[Car Tenji|Tenjija]], a prije stupanja na prijestolje mu je službeno ime bilo princ Ōtomo (大友皇子, ''Ōtomo no ōji''). Bio je Tenjijev omiljeni sin, te mu je dao titulu [[Daijō Daijin]], odnosno "kancelar kraljevstva". Imao je dvije supruge - kćer svog strica [[Car Temmu|princa Oame]] (s kojom je imao kćer) te kćer [[Fujiwara no Kamatari]]ja, sa kojom je također imao kćer.
