5. maja 1999. se je poradi bolesti odrekao biskupskoj službi temišvarski biskup [[Sebastian Kräuter|Kräuter]]; 24. juna je bio za naslednika imenovan Roos, a posvečen 28. avgusta 1999. kao sedmi biskup 1930. ustanovljene [[rimokatolička biskupija Temišvar|biskupije Temišvar]]. [[Biskupsko ređenje]] mu je podelio [[apostolska nuncijatura u Rumuniji|apostolski nuncij u Rumuniji]] nadbiskup [[Jean-Claude Périsset]] dane 28. avgusta 1999. Suposvetitelja su bila [[rimokatolička biskupija Segedin|segedinski biskup]] [[Endre Gyulay]] i mesni biskup u [[rimokatolička biskupija Rottenburg-Stuttgart|Rottenburgu]] [[Johannes Kreidler]]. Biskupski štap mu je lično predao njegov prešasnik, biskup Kräuter.
