Prije dolaska na prijestolje lično ime (''[[imina]]'') mu je bilo Sadahito''-shinnō'' (貞仁親王).<ref>Titsingh, p. 169; Brown, 314; Varley, p. 198.</ref> Rodio se kao najstariji sin [[Car Go-Sanjo|cara Go-SanjōSanjōa]]a. Historijski izvori navode da je u djetinjstvu imao "hladne" odnose sa ocem, ali da je svejedno nakon očevog dolaska na prijestolje 1068. proglašen "carskim princom", a potom 1069. i [[krunski princ|krunskim princom]].
 
Na prijestolje je došao poslije očeve abdikacije 18. januara 1073. Četiri godine kasnije je dao sagraditi budistički manastir [[Hosshō-ji]]. Pred kraj vladavine je bio teško pogođen smrću jednom od supruga, kao i polubrata koga je namjeravao proglasiti svojim nasljednikom. Umjesto toga je krunskim princom postao njegov sin Taruhito, koji je 3. januara 1087. preuzeo prijestolje kao [[car Horikawa]].
Na tom mjestu je nadživio sina Horikawu, a potom doživio kako njegov unuk [[car Toba]] abdicira u korist svog sina (i Shirikawinog praunuka) [[Car Sutoku|Sutokua]]. Umro je nakon gotovo 41 godinu manastirske vladavine.
